It's actually just a list of stupid or potentially dangerous pranks, and has little-to-nothing to do with the CIA in any way, shape or form. While I can't find copyright information, by slang ("phreaking") and technique I would guess this was written in the early 1980s. It reads like it was written for teenagers, and suggests that you put a computer out of commission by tampering with it's paper punch cards or running an electromagnet over it's data storage tapes.
